 Need advice--primer/sealer for sonotube

My boyfriend is building a telescope useing 12" sonotube.
He has removed the waxy lining from the inside of the
sonotube and needs to seal and prime it.  Anybody have
any suggestions on what he should use?

Richard Berry ("How to Build a Telescope") suggests
X-I-M flashbond #400 clear.  Sounds good to me, except
we can't find it at any hardware/hobby shop.

I have used ordinary{*filter*}exterior paint, per the directions on the can.
It was long enough ago that I do not remember whether I used a separate
primer or not, but I am sure that I did not use anything not readily
available in an average hardware store.
