A technique that I have read in several ATM resources is to let it sit in the
hot summer sun for a while and scrape it off bit by bit rotating as you go.
And you being in Illinois, I know that it has been more than hot enough to do
it.

With the tube I got, I found that the inside coated layer peeled off fairly
easily (although it probably depends on the brand of tube and how it is
made, "sonotube" is actually a brand name, and there are others out there.
I don't remember the manufacturer of mine, but it was not sonotube).

Peeling it off left a nice, slightly fuzzy cardboard surface that took
flat black paint really well.

I agree - I've seen this with the _inside_ of a sonotube.  However, if
you want to paint the outside ... .   I have heard that Rustoleum paint
is the only commonly available paint that will cut through the coating
on the sonotube exterior.  I have seen a tube painted this way so maybe
you could try it.  Another possibility is to cover the sonotube with
metallic contact paper to seal it from the elements.

About a couple of years ago, I made an 8" newtonian using a sonotube.  As
far as the  inside goes, just peeling the top layer of paper seemed just
fine and it was then easy to to put a flat-black coat of paint.  For the
outside, I used a hair-dryer to slowly evaporate the wax away.  This took
a while to do, but afterwards, it was nice and smooth.  I then used a layer
of primer and then a couple of layers of polyeurethrane(sp?) paint.

Don't bother with the contact paper, I have tried it and it doesn't like
to stick to the wax either!

I have been quite successful in vaporizing it with a propane torch. I painted it with{*filter*}paint which seems to adhere quite well after about 25 or so transits through the airlines as checked baggage.
