 Where is the lens in a contact lens?

I heard the refraction power in a CL is an average value. As the CL is
constantly moving on the eye-ball (not notably, of course), does it mean that
my eye is alternately overcorrected and undercorrected all the time? Like now
you look through -5, then -6, then -4, -5 again etc in very small intervals.

 Where is the lens in a contact lens?
It's more likely there is a uniform -5.00 in the center surrounded by a flat
carrier, a flange of essentially zero power. If the lens moves too much you
get "flare" when the circular junction slides over your pupil.
