Baltimore Mental Health Provider Charged With Medicaid Fraud

BALTIMORE, MD - Attorney General Douglas F. Gansler announced today
that Vontina Montez Hall, 37, of the 1800 block of S. Queens Street,
York, Pennsylvania was charged in the Circuit Court for Baltimore City
with five counts each of Felony Medicaid Fraud and Felony Theft (10
counts total) for billing the Medicaid Program for services that she
had not provided. The charges arise out of claims for mental health
services submitted by Hall to the Medicaid Program during an 18 month
period from January 2006 through July 2007.

Hall is a Licensed Certified Social Worker-Clinical who was authorized
by Medicaid as an individual provider to provide mental health
services to Medicaid recipients. Hall owned and operated True
Healthcare Solutions, LLC located at 2609 Poplar Drive, Gwynn Oak,
Maryland and at 1101 North Calvert Street, Baltimore, Maryland.

Felony Medicaid Fraud is punishable by up to 5 years in prison and a
$100,000 fine. Felony Theft is punishable by up to 15 years in prison
and a $25,000 fine. The case was investigated by the Medicaid Fraud
Control Unit based on a referral from the Mental Hygiene
Administration's Office of Managed Care Compliance. Arraignment is
scheduled for August 18, 2011.

A criminal indictment is merely an accusation of wrongdoing and a
defendant is presumed innocent until the State proves the defendant
guilty beyond a reasonable doubt.
