Well, guess what. What with AIDS, it may not be illegal. It all depends
on your state and local laws. Actually there has been a growing support
for Needle Exchanges [NEX] (depending on where you live). In some cities
it is not only legal, but funded. Also, there have been court cases
where people where charged and the case thrown out of court. I suggest
that you contact the National AIDS hotline about this. If you are
attempting to permit an exchange or access of HIV free needles to
Injecting Drug Users [IDU's], you may find out your actions are legal.
It all depends on where you are, your intent, and your policy;
1) Do you sell these to existing {*filter*}s or to anyone who might become
an {*filter*}?
2) Do you require a 'dirty' needle to be turned in? (And proper disposal
and documentation of infected sharps?).
3) Are you connected with the drug trade?
4) Are you profiteering?
5) Do YOU use needles or {*filter*} for any reason?
6) There might be a (no legal basis, rather an emotional one to
help convince potential legislators) possible need to have
yourself tested for drug use and for AIDS.
If you wish to help lessen the risk of AIDS and other diseases that are
spread by {*filter*}s in a NEX program, ask your local and state
authorities, and contact the National AIDS Hotline. Also you may wish to
contact the National AIDS Clearinghouse and ask about a NEX program.
You might wish to start one in your area if it does not already exist.
You might need to lobby and ask for legal advice (call NAC about this).
Oh, advertising in THIS media might (not speaking to moderator policy),
may be illegal as it crosses state lines, and all sorts of
jurisdictional lines for that matter. However, the concept in general is
not improper. Federal, State, Regional, and Local laws are another
matter. NEX programs to lessen HIV spread from IDU's are gaining in
political acceptability and are or are becomimg policy in many major
cities. There is an E-mail conference area devoted to NEX programs on
NAC's NAC ONLINE. I suggest that you gain access to it by obtaining a
