 Antibiotics without lab tests?

Hi,

Recently my daughter went to the Dr. for a supposed case of pink-eye.  As it
turned out there was no pink-eye but the Dr. commented that she had a lot of
congestion and he was surprised she wasn't feeling bad.

He then prescribed EEE which is apparently a type/brand of erythromyacin (sp?)
and asked her to come back in a few weeks.

To prescribe antibiotics without any kind of lab work to indicate
their need seems questionable to me.

Is this unusual or am I mistaken?
