 Nose bleeds and hypertension?

Why do some people experience nose bleeds when their BP rises?

At what reading would this occur?

What can be done (apart from trying to lower the BP) to try and prevent
this?

an ENT specialist could cauterize them but if the nosebleed warns
someone that his/her {*filter*} pressure is high, left alone it may someday
save that person's life.
