At age 34 I'm getting these largish bags under my eyes and they're
starting to bug me.  The one under the right eye is worse, but the left
eye is catching up.  Could this be just the way my face is aging (life
is cruel!), or could it indicate allergies or something else?  And,
what sort of specialty should I talk to about possible remedies, or at
least identification of the source of said bags?

By the way, I'm a very fair skinned individual who has never been
much of a sun monger, so I really don't think my skin is very sun
damaged.  But this looks more like either swelling or else my fat
is migrating from under my eyes down my face.
